RUTGERS-FEA EDUCATION LAW AND POLICY INSTITUTE

New Jersey’s principals, assistant principals and supervisors are on the forefront of addressing emerging education law and policy issues. No Child Left Behind, Abbott v. Burke, IDEA reauthorization, sexual harassment law, and student safety and discipline are only some of the complex issues that school leaders are expected to master. At the same time, they are expected to serve as instructional leaders and change agents for their schools, a task that requires them to have a strong foundation in the debates shaping education policy.

The Rutgers-FEA Education Law and Policy Institute, a partnership between IELP and the Foundation for Educational Administration, offers an intensive year-long program with both the nuts and bolts of school law that every school administrator must know and deeper reflection and understanding of policy issues shaping the future of public education.

The Institute is designed for current and emerging school leaders. Participants will attend one session per month over a nine month period. Sessions will begin in October 2005, with a mixture of instruction in legal “nuts and bolts” and discussion of education policy. Paul Tractenberg and Brenda Liss of IELP will focus on the education policy issues, and the NJPSA legal staff will focus on the nuts and bolts. Other attorneys with particular expertise also may serve as presenters for particular topic areas.

Participants will include current and emerging school leaders, including NJPSA members and aspiring members, school counselors and superintendents. Each will be expected to attend every session, and participants who complete the entire series will receive a Certificate of Completion issued jointly by FEA and Rutgers University.

A key aspect of the workshops will be their interactive nature. Workshop sessions will include “real world” scenarios, case studies and mock trial situations. Participants will be asked to address the scenarios as if they were confronting the issues in their capacity as a school administrator. Topics to be addressed will include:

• educating a diverse student population
• a thorough and efficient system of free public schools
• student expression
• freedom of religion
• student discipline
• special education
• tenure
• evaluation and discipline of teaching staff members
• labor relations
