GERALD J. MILLER (Ph.D. University of Georgia) is Professor of Public Administration at Rutgers University - Newark. He teaches government and nonprofit budgeting and financial management. Dr. Miller has published more than seventy research articles, chapters, and monographs, and they have appeared in the Arbitration Journal (now Dispute Resolution Journal of the American Arbitration Association), International Journal of Public Administration, Journal of Public Budgeting Accounting and Financial Management, Policy Studies Journal, Public Administration Quarterly, Public Administration Review, Public Budgeting and Finance, Public Performance and Management Review, Public Personnel Management, and Review of Public Personnel Administration. He has published nineteen books. He authored Government Financial Management Theory and edited the Handbook of Debt Management.
